In support of USSOCOM, Jacobs employs a staff of more than 200 personnel with expertise in a wide range of technical and management areas, including acquisition, financial management, operations, joint mission analysis, logistics, legislative/policy analysis, public affairs, accounting, security, IT, graphics, and administrative functions. Jacobs conducted a two-phased Analysis of Alternative for Special Operations Modeling and Simulation (M&S) requirements. We identified all simulations and simulators that were sponsored by the command and documented the utility and costs associated with their operations. From this research, an analysis of the benefits to cost relationships was performed to discover actual (net) cost savings potentials should one or more of the functions being performed be replaced or terminated. Following the quick response analysis, the results of that research were used in an expanded study of the entire DOD M&S program. This study evaluated what M&S programs, standards, and capabilities existed; what fast paced technologies offer the best investment for SOF M&S; and which critical requirements could only be met by investment by USSOCOM. The second phase produced an investment strategy for legacy, near term, and future M&S capabilities as well as recommending, in priority order, those programs to eliminate, as well as those that offered the best return on investment at the lowest possible risk. We attended government IPTs and prepared all documentation used in briefings and in the final report.

Through the ALMBOS contract, Jacobs provides test and evaluation (T&E) support for the SOAL-M Director in support of the Acquisition Executive. Typical efforts include test planning, preparing the Test & Evaluation Master Plan (TEMP), test analysis, development of T&E segments of acquisition documentation, attending testing activities, and maintaining test facility site designs. Jacobs develops draft test plans, procedures, and collects and analyzes test data during developmental and operational testing. We coordinate supporting activities and equipment to support joint interoperability and other testing, including test ranges, aircraft, ships, and military units. Jacobs also provides administrative and technical support for requirements, acquisition, doctrine, and modeling & simulation.

Our support to USSOCOM involves quick-response, mission critical tasks. We support diverse task orders (typically 30 – 35 concurrent task orders) at 14 geographically separate locations. We work with 25+ different Requiring Activity Officials and 12+ different Contracting Officers Representatives. We also support changing requirements and needs in dynamic environments in hostile zones. The first year of the contract included a practice evaluation year in which Jacobs received an exceptional rating (Blue) for our performance on the contract. We also received a 100% customer satisfaction score (using our semi-annual customer survey) for the same period. Awards received for support during this contract range from letters from the Commander of U.S. Special Operations Command for the outstanding support while deployed to the CENTCOM AOR in Afghanistan, as well as to Kuwait and Iraq. Members of our workforce have been part of eight DOD acquisition awards presented to USSOCOM with the latest being the David Packard Award in support of the PEO for Maritime and Rotary Wing for support of the accelerated procurement of the Special Operation Craft – Riverine.
