Jacobs provides a wide range of support to test and development programs at Eglin. Our support involves systems engineering, hardware and software integration, development and maintenance of system configuration baselines, and development/review of interface control documents. This includes operating, repairing, and maintaining test equipment in the High Explosive Research and Development (R&D) Facility; conducting hardware-in-the loop testing of seekers and sensors in the Guided Weapons Evaluation Facility; conducting electronic warfare and radio frequency compatibility testing in the PRIMES anechoic facility; performing equipment maintenance and network/systems administration for the Range Instrumentation Technical Support Facility; and planning and coordinating facility upgrades to the Seeker Test and Evaluation Facility. We also operate and maintain computer networks, hardware, software, as well as information security/assurance services. We provide technical and operational support to the T&E of Operational Command Center C4ISR hardware and software systems. We have automated many of the critical elements of the T&E process, including test problem database, scheduling system, automated test documentation generation system, and internet/intranet-based tools and resources. By combining the advanced technologies of parallel computing, advanced data structures, and computational fluid dynamics (CFD), we have developed the capability to rapidly simulate aircraft store separations, enhancing flight safety while saving substantial flight test costs. We have also introduced new post-flight analysis tools to better extract information from open-air testing, thereby increasing the quality and quantity of information available from each test. We have applied the Design of Experiments process to several of our T&E efforts. This process reduces the needed sample size by 20 – 80% for equivalent confidence and reduces cycle time between test and action.

We have established Centers of Excellence (COEs) which develop leading edge tools in technical areas such as parallel computing, advanced data structures, and advanced computational methods for analyzing structures and calculating aerodynamic loads. Our Technical Fellows are nationally recognized aerospace experts. We use our COEs and Technical Fellows to develop and deliver a variety of short courses in technical subjects and IT skills – presenting an average of 15 in-house training courses per year with approximately 300 participants (TEAS and Government personnel). We provide operational and readiness training for a variety of customers at Eglin. We have implemented more than 250 advanced multimedia training systems to date, and we have earned 13 Absolute eXcellence In Electronic Media (AXIEM) awards – international recognition of our expertise in multimedia courseware development. In 2001, the Air Armament Center Engineering Directorate recognized our performance with the AAC/EN Technical Team of the Year Award.
