Training Services for USW Weapons and Facilities Programs at NUWCDIVNPT
McLaughlin Research Corporation

MRC is developing a 23-unit, 1,005-hour (225 classroom, 780 laboratory) Torpedo Test Equipment Maintenance and Operation course for NUWCDIVNPT for delivery to the Royal Australian Navy. Tasking includes on-site validation of Torpedo Mk 48 turn-around procedures at depot/IMA facilities, e.g., NUWCDIVKPT. They have previously developed Torpedo Mk 48 ADCAP warfighter and technical support training for NUWCDIVNPT, including CD-ROM-based, interactive courseware (ICW) courses such as the Lightweight Torpedo Tactical Trainer (LTTT) and the ADCAP Post Launch Trainer (APLT). MRC also developed a training video dealing with tactical considerations for heavyweight torpedo Wire Guide Reliability.

MRC developed a shipboard, computer-based, interactive trainer for Distant Thunder. This hands-on, electronic training suite, produced for NUWCDIVNPT, provides highly realistic, detailed instruction for use of the Distant Thunder advanced, multi-static, active sonar system that provides submarines with an organic rapid area search and localization capability against littoral submarines and connectivity for sharing data among surface ships. Developed for delivery on CD-ROM using COTS software, the training suite can be installed on any operating system and is integrated as part of the installation of Distant Thunder on shipboard systems.

MRC supported NUWCDIVNPT in the development of a multimedia, CD-based Synthetic Environment Tactical Integration (SETI) program familiarization training product. The SETI CD was created using VHS, Digital DV tape, and stills, together with 3-D animation, created using Alias Power Animator and Bryce software.

They developed a 10-unit, 40-hour DEMIL and Trade Security Controls Program course in support of NUWCDIVNPT and the DLA DLPC to provide DEMIL training to DoD agencies worldwide. MRC has presented/is scheduled to present the course to DoD and military logistic commands in Zones 3, 4, and in Europe.

MRC developed and currently maintains the Environmental Training Program Manual (ETPM) and the Environmental Training Requirements Manual (ETRM) for NUWCDIVNPT. Their tasking includes developing and maintaining training plans and instructional media for NUWC environmental awareness and regulatory compliance efforts, including environmental and safety-related training modules provided as on-line courses via NUWCNET. They provide management support for identification of personnel requiring specific training, scheduling of that training, and tracking status of individual training, including requirements/timeframes for refresher courses. MRC provides on-site training, classroom training, and training of instructors associated with relevant environmental programs and environmental regulations to meet those needs.

MRC provided subject matter expertise and training support services to NUWCDIVNPT in support of its Range Systems Development business unit’s effort to develop and implement a QM system based on ISO 9001:2000, which resulted in the business unit becoming the first DoD entity to be registered to the standard. They are currently assisting Code 70 to register its Dodge Pond Acoustic Measurement Facility to the same standard. MRC also provided similar services to NUWCDIVNPT for the formulation and implementation of a Center-wide Environmental Management System (EMS) based on the ISO 14001 Environmental Quality Standard, which resulted in NUWCDIVNPT becoming the first DoD activity to register full scope of operations at one location to the ISO 14001 EMS standard.
