Testing is Job One on our ATSS contract, which centers on testing a broad range of equipment – including land and sea vehicles – throughout their lifecycles, from concept through development. As part of our cradle-to-grave testing services, we handle all test devices from preparation to disposal, which includes test articles utilized during the conduct of our activities related to the ATC Underwater Explosion (UNDEX) Test Facility used for testing Naval systems to determine the effects of underwater explosions. We support joint test and training exercises such as testing of scale models and full-scale sections of Navy vessels at ATC’s UNDEX Test Facility. The UNDEX facility, also known as the “Superpond,” is used for 10-15 underwater explosion shock tests per year involving large-scale submarine and surface ship structures and installed equipment. We conduct testing of UNDEX shock at this facility, including support to torpedoes, warheads, missiles, amphibious vehicles, remotely operated vehicles (ROVs), underwater gun firings, and acoustics. This includes submarine systems/subsystems air blasts and air-to-water/air-to-ground/ground-to-ground gun firings with a maximum charge weight of 4,100 pounds TNT equivalent. We design and attach sophisticated instrumentation to the vessels to record test data including pressure measurements, acceleration, strain, velocity, ballistic shock, vibration, flash, and thermal effects.

We also provide test data recording and preparation of data sheets and supplement those services with high-speed documentary photograph/imaging technology in addition to supplying technical graphics for testing. We support the water ranges and several miles of vehicle track ranges through range preparation, which includes geodetic and exterior ballistic preparation, in addition to vehicle performance support. We perform cradle-to-grave instrumentation services, including installation, setup, alignment, verification, operation and first-echelon maintenance, repair, and removal. Our weapons testing and range operations support also includes weapons-related equipment, fire control systems, artillery, ammunition, armor, and weapons test preparation; artillery and related equipment repair; bridge and patrol boat operation; and environmental chambers operation and maintenance.

Our logistics and front-end testing support includes the preparation and operation of test items; test item maintenance; acceptance, inspection, and transportation of test items; and warehousing support functions. For example, we manage a warehouse and automotive supply acquisition service supporting the entire ATC logistics activity in accordance with the U.S. Army Supply Regulations, including an automotive supply inventory that consists of 28,100 line items for parts and accessories and the bulk fuel inventory for six ATC testing areas consisting of 20 tanks storing 156,500 gallons of five different fuel types.

We manage changing requirements of test programs through a cross-trained project team approach – cross-utilizing the skilled and technician workforce (including union personnel) to meet diverse support requirements. Jacobs is also partnering with ATC to implement ISO 9001:2000-based test management systems. Our outstanding performance is demonstrated by a FY03 customer survey of 42 ATC Contracting Office Technical Representatives (COTRs), which yielded a 91% satisfaction rating (equates to “Excellent” with ”High” client confidence level). Due to our outstanding support, we were selected to participate on ATC’s newly formed Test Center Executive Committee, tasked with developing a strategic plan to guide the operation, maintenance, and sustainment of all ATC ranges and test sites, and ensuring the long-term availability of the test ranges. As a key member of this small executive committee, JS is instrumental in identifying key areas of concern, developing action plans to proactively address potential problems, and charting future enhancements of range capabilities.
