Example: Program Management of the Joint Strike Fighter (JSF) Program for Lockheed Martin at Arnold Engineering Development Center (AEDC), Arnold AFB, TN

We have supported testing of the Joint Strike Fighter (JSF), our country’s most important air combat development program, at AEDC. We provide part of our project management and testing services at AEDC for Lockheed Martin. Our support of the JSF test and evaluation program is focused on data quality, affordability, and innovative applications of modeling and simulation. We additionally provide Lockheed Martin the means to meet their test and evaluation requirements in facilities that are recognized by the JSF Program Office as the most reliable source of the highest quality high-speed aerodynamic test data. While the total cost of wind tunnel test program is a very small part of the program cost, the quality of wind tunnel test data represents a significant element of technical risk management for the program. Program risk is mitigated through the use of AEDC’s advanced test facilities operated by our company, a leader in propulsion integration and weapon separation testing. As the result of our successful efforts to reduce cost, Lockheed Martin can deliver best data quality and affordability to the JSF Program Office to ensure best value.

Our Approach/Solution – We have supported the JSF program by addressing Lockheed Martin’s primary areas of emphasis: (1) a streamlined test program that minimizes test duration and cost, (2) affordability addressed through innovative approaches, (3) open communications to ensure the test program is planned correctly and responds quickly to requirements changes, and (4) accurate data to minimize technical risks.

We have provided a program-level initiative that addresses the entire AEDC JSF aerodynamics test and evaluation program to meet the needs in these four areas. This initiative is providing the framework for several AEDC test approaches that result in large reductions in test and evaluation cycle time and test costs, as well as reduced cost for the whole JSF program. Our program-level initiative has three major thrusts: (1) assign a senior AEDC technical leader to have single point responsibility for the quality and success of our support to the Lockheed Martin JSF aerodynamic test and evaluation program, (2) integrate AEDC capabilities (such as Computational Fluid Dynamics) and new techniques (such as Pressure Sensitive Paint) into the JSF test and evaluation process at the beginning of System Development and Demonstration (SDD), and (3) provide web-based remote access (virtual presence) to the entire AEDC test process and product. These approaches have positioned AEDC to help Lockheed Martin conduct a best value, streamlined JSF test program that minimizes test duration and overall test cost.

Results and Benefits – As a result of our approaches, Lockheed Martin and the Government have a cost and schedule effective development phase for the JSF Wind Tunnel Test Program that produces a quality-driven ground test information database.
