  Capabilities Relevant to LOGWORLD

Our understanding of the logistics needs of an organization has evolved over 50 years of support to numerous large engineering services contracts for aerospace, automotive, and industrial facilities with diverse skills requirements. As a result of this heritage, we have gained a diverse range of knowledge and experience in providing logistics support services coupled with proven experience in professional engineering, project management, and technical analysis – allowing us to quickly and effectively understand client needs from both a project management and technical requirements perspective.

Today, we provide a complete range of supply and value chain management services and acquisition logistics services to our clients. Our LOGWORLD-related services span the entire range of logistics management activities – from pre-systems acquisition through the systems acquisition process, continuing through the sustainment phase of total life cycle management, and ending with disposal. We help agencies apply the latest value chain and distribution concepts, methodologies and technologies to achieve efficient logistics operations that result in improved customer service.

In our experience, systems research, development, acquisition, and integrated logistics support (ILS) planning must be conducted in the context of operational requirements and the life cycle support infrastructure in which the system is to be managed and supported. Our support planning starts with an understanding of high level strategic, business, operational, and logistic planning documents and requirements such as Joint Vision 2020, the Joint Experiment Campaign Plan, and the Office of the Secretary of Defense (OSD) Logistics Transformation Plan. We then ensure an understanding of the implications of such documentation as the Defense Logistics Agency (DLA) Strategic Plan and Service level plans on a system’s logistics-related requirements. Our approach is consistent with the guidance of the Federal Acquisition Regulations (FAR) and DoD 5000 series of directives and instructions (as applicable), as well as the more specific requirements of the individual client.

Our legacy of technical systems knowledge and expertise has solidified our reputation for successful contract execution. This reputation stems from strict adherence to a rigorous, structured set of management policies and procedures applicable to the execution of LOGWORLD tasks. Our project management processes are enhanced through our participation on a Department of Defense (DoD) Product Development Team charged with refinement of the Capability Maturity Model-Integrated for Systems Engineering/Software Engineering (CMMISM-SE/SW). Our program and project managers are formally and systematically trained and equipped with the management tools to deliver repeatable and modern project management processes. This repeatability equates to stability and superior performance efficiency on every project. Our processes also ensure a high level of customer insight and control from project kick-off to product delivery.

The basic components of our logistics services expertise are described below. We effectively combine world-class technical and management expertise, and a history of outstanding customer service, to deliver cost effective, tailored logistics solutions for our customers.

  • Extensive Logistics Capability – We are a seasoned professional organization with great depth of experience in providing support and solutions to the engineering, project management, systems acquisition, ILS, total life cycle management, and operational logistics support challenges faced by our DoD and industry clients. This extensive capability is currently being provided to the U. S. Army, U. S. Navy, U. S. Air Force and U. S. Marines. Our broad-based experience gives Jacobs particular insights and capabilities into the myriad of complex and often conflicting requirements associated with new system specifications and air, land, and sea operational and logistic support concepts.
  • Structured Approach to Providing Logistics Services – We use the Defense Acquisition Management Framework model to guide our approach to logistics support planning and execution. Our approach begins with a Concept and Technology Development phase followed by a Concept Exploration phase in which we assist the client in the development of the acquisition strategy. As part of this activity, we supply analysis and input to readiness and total ownership cost objectives, as well as an assessment of performance-based logistics to develop the support strategy. We are then able to begin the planning and development of logistics systems related to a new acquisition. We use a Systems Engineering and Supportability Analysis Process to evaluate alternative logistics concepts, leading to the development of a Support Concept and Product Support Management Plan. During the Component Advanced Development phase, we provide inputs to the Operational Requirements Document (ORD), Test and Evaluation Master Plan (TEMP), Acquisition Program Baselines (APB), and contract, as required.
  • Proven Processes, Tools, and Procedures – We apply established processes, tools and procedures to provide continuous logistics services. We utilize ILS planning and execution framed by nine elements: maintenance planning; manpower and personnel; supply support; technical data; training and training support; computer resources support; facilities; packaging, handling, storage and transportation (PHST); and design interface. We also incorporate relevant “World Class Practices” such as Earned Value Management (EVM), Integrated Product and Process Development (IPPD), Integrated Product Teams (IPT), Just in Time Supplies, Modeling and Simulation (M&S), Simulation Based Acquisition (SBA), Partnering, and Risk Management in our planning and execution.
  • In-House Expertise – The business of our company – providing advanced technology engineering services – combined with our culture that promotes development of technical and management skills has resulted in an exceptional cadre of in-house talent. Numerous Jacobs people are recognized experts in their fields. For example, more than half of the individuals who have ever received the AIAA’s prestigious Ground Testing Award are our current or former employees. We also have a staff of talented managers who are experienced in the application of leading management theory and practices to assist organizations in improving their quality, productivity, and creativity. Several of our personnel are active members of professional societies dedicated to logistics such as the Society of Logistics Engineers (SOLE).

In the sections that follow, we provide descriptions of our logistics capabilities as well as examples that demonstrate the breadth and depth of our experience in supplying logistics services similar to those that can be awarded on SIN 874-501 and SIN 874-502.
