Example: Inventory Management in Support of Automotive Testing for Aberdeen Test Center, Aberdeen Proving Ground, MD

The U.S. Army’s Aberdeen Test Center (ATC), located at Aberdeen Proving Ground (APG), Maryland, is one of the Department of Defense’s foremost test and training ranges. Our support to ATC includes automotive test operation and maintenance, weapon test operation and maintenance, test instrumentation and technology, high-speed video/multimedia services, environmental, and command staff support. We provide a full warehouse and automotive supply acquisition service supporting the entire ATC logistics activity in accordance with U.S. Army Supply Regulations.

Our Approach/Solution – We manage an automotive supply inventory that consists of 28,100 line items for parts on military, wheel and track vehicles. Supported vehicles include M1 Abrams Tanks, Bradley Tanks, Interim Armor Vehicle (IAV), Family of Medium Tactical Vehicles (FMTV), HMMWV, M88A2 Hercules (tracked recovery vehicle), and M917A2 vehicles. Vehicle accessories are also supported, such as the High Mobility Trailer (HMT), HET, and HEMAT trailers, fire fighting equipment, and generators. Much of the inventory consists of supplies in special support-packages for military equipment demonstrations and development in the preliminary stages, before the Department of Logistics Systems has assigned Federal Stock Numbers. We also manage a large common stock to meet APG vehicle fleet maintenance requirements.

To maintain a common stock, we search for new and updated National Stock Number information to match part numbers to manufacturing specifications, pricing information, and technical characteristics, if further details are necessary. Archive research is sometimes necessary to resolve obsolete part number issues. We also support automotive parts disposal that requires the same information.

We manage a bulk fuel inventory for all fuel used in ATC test courses. This inventory meets the fueling needs of six testing areas at ATC, and consists of twenty storage tanks storing 156,500 gallons of fuel of five different fuel types. The fuel is requisitioned under DA Forms according to U.S. Army Supply Regulations and Department of Logistics requirements, and researched under each fuel’s National Stock Number. Collective fuel reports are delivered on a monthly basis to track the fuel quantity on hand, and to provide finance and budget reporting for proper cost collection to projects requisitioning the fuel.

Results and Benefits – Our proven approach to warehouse management assists our ATC customer in attaining overall logistics cost and service goals by ensuring coordinated flows of inventory. We provide comprehensive research to satisfy customer requisitions, and concurrently communicate our findings to the customer. This focused attention to the customer’s requirements enables expedient resolutions for critical appointments, meeting deadlines, keeping equipment downtime to a minimum, and preventing negative productivity (i.e., work shutdowns). We effectively manage movement, storage, and retrieval of items by immediately identifying and delivering urgent items, accurately tracking items to optimize availability, and maintaining precise records to track item status and shipment information. Our approaches have improved operating efficiency, developed more effective working conditions, improved the overall quality of logistics services, and maximized cost value to the Government.
