| In 1999, the U.S. Special Operations
Command (USSOCOM) Components including the U.S. Army Special Operations
Command (USASOC), the Air Force Special Operations Command (AFSOC), the
Naval Special Warfare Command (NSWC), and various other organizations
across the U.S. and worldwide sought support in obtaining and maintaining
a critical information function to promote performance improvements. Not
only did USSOCOM require IT solutions to such issues as network availability
and network interoperability among the various users, but also communications
improvements among multiple locations, more efficient processes and procedures,
centralization of redundant functions, and performance-based metrics that
indicate shortfalls and advance intuitive solutions. We responded with
an enterprise planning and management program that integrates USSOCOMs
separate service commands under a functional enterprise architecture
promoting cost-effective approaches to developing common standards and
centralizing common functions while at the same time supporting the vision
of each autonomous organization.
