Jacobs currently offers 95 labor categories to satisfy your IT requirements, with skills ranging from software and hardware design/engineering/integration to operations research analysis to program management. Position functions, duties and responsibilities, and knowledge/skill requirements for the labor categories are detailed in the following. All non-professional labor categories must be incidental to and used solely to support hardware, software, and/or professional services, and cannot be purchased separately.

1. Electrical Engineer

Function of Position – Independently evaluates, selects and applies standard engineering techniques, procedures, and criteria; makes minor adaptations and modifications.

Duties and Responsibilities – Independently performs a project assignment that involves few complex features and can be guided by codes, standards, and other precedents of the discipline. Analyzes and/or evaluates the results of an analysis using techniques prescribed by senior engineers or supervisors. Accomplishes complete tasks of limited scope or solves problems which require investigation of a limited number of variables.

Knowledge/Skill Requirements – Must have a minimum of a BS degree and 6 years of work related experience. Individuals with experience in testing and evaluation of EW equipment and analysis of simulation techniques are required. Work related experience shall be in one or more of the following functional areas – design, development, test, or analysis of digital and analog radar simulation techniques. A background in the analysis of digital and analog radar simulation techniques is required.

2. Radar Electrical Engineer

Function of Position – Performs routine engineering work requiring application of standard techniques, procedures, and criteria in carrying out a sequence of related engineering tasks.

Duties and Responsibilities – Performs specific and limited engineering tasks of a broader assignment, under the direction of an experienced engineer. Prepares computations, specifications, and reports of limited scope and complexity. Applies standard practices and techniques in specific situations.

3. Missile Aerospace Engineer III

Function of Position – To provide technical interface with clients and to provide leadership and training to junior positions in the selection and proper usage of technical approaches and professional practices and procedures.

Duties and Responsibilities – Independently makes decisions on engineering problems and methods and resolves important technical questions through the use of advanced techniques and the extension or modification of standard practices. Conducts analysis and evaluation or design of unique and complex tasks through the development of new or improved methods and procedures. Accomplishes assignments by defining requirements, developing criteria, searching for information, developing concepts, coordinating intra or inter disciplinary interfaces, and controlling allocated resources.

Knowledge/Skill Requirements – Must have a minimum of a MS degree and 10 years of related work experience. This category requires background and experience in guidance and control systems, propulsion, aerodynamics, and seeker systems of guided missiles. A working knowledge of digital computer simulation techniques providing missile and projectile dynamics is required. Also, a diversified background in EW systems with experience in radar, missile & projectile threat simulation validation is required. In addition, experience in testing and evaluation of EW equipment and the analysis of simulation techniques are required.

4. Missile Aerospace Engineer II

Function of Position – Plans and conducts work requiring judgment in the independent evaluation, selection, and substantial adaptation and modification of standard techniques, procedures, and criteria.

Duties and Responsibilities – Independently prepares (or directs others in the preparation of) criteria, computation/analyses, specifications, cost estimates, and technical reports in the specific area of technical expertise.

13. Consultant Level 9

Function of Position – To provide overall expertise to technical specialties of the company, and to technically represent the company to clients and external contacts.

Duties and Responsibilities – Conceives and plans technical investigations in a broad area of specialization or in a narrow but intensely specialized field. Makes technical decisions and recommendations that are recognized as authoritative within the technical community and which have important impact on specialized engineering activities. Solves unprecedented engineering problems through the application of mature engineering judgment and technical creativity and foresight. Represents the company on technical area of specialty to clients, corporation, and the technical community.

Knowledge/Skill Requirements – Must have a minimum of a PhD degree and at least 10 years of related work experience.

14. Program Manager

Function of Position – Responsible for delivery orders placed against contract and accountable by the Government for the technical quality, content, and results of completed projects.

Duties and Responsibilities – Serves as a point of contact for development and discussion of new business opportunities and, subsequently, project objectives, scope, and budgets within the company and between the company and the client. Leads a team in the accomplishment of work on projects of moderated size and in the development of all required documentation/deliverables within budget and schedule constraints. Controls project work accomplishment vs. Scope of services contracted, assesses progress vs. Schedule and budget; resolves conflicts or elevates conflicts to management level necessary for resolution. Assists senior project managers in the development and management of large and complex projects; may lead a portion of the project.

Knowledge/Skill Requirements – The program manager shall have a minimum of a BS degree in engineering or a physical science (a BA degree which meets the requirements of a BS is also acceptable) and at least 10 years experience. The 10 years shall include a minimum of 7 years of progressive hardware/software development experience, 5 years management of actual military contracts, and 5 years of systems analysis.

15. Technical Manager

Function of Position – Accountable to the program manager for one or more delivery orders placed against the contract and shall serve as a focal point for questions about assigned projects.

Duties and Responsibilities – Assists more senior project managers in development of project work plans, specifications, and criteria, and cost and schedule estimates; assists in development of business opportunities. Manages projects of limited scope within contractual cost and schedule guidelines; reviews outputs/documentation/deliverables for adequacy of quality and quantity. Tracks progress of project work and resource usage, informs senior managers of problem areas, and recommends corrective action, as needed.

Knowledge/Skill Requirements – Minimum of a BS degree in engineering plus 7 years of progressive hardware/software development experience which must include at least 3 years management of actual military contracts.
