Causative Factor No. 1
The CMMI effort is not focused sharply on the needs of the organization. The model suite must be interpreted to meet your needs with the amount of detail and level of processes and practices wholly dependent on those needs. The CMMI® model suite affords a high degree of flexibility and tailoring.
Only the specific and generic goals are required model elements (the wording of the goals, not the name or expanded description). Specific and generic practices are expected, not required, which means that an organization may substitute a "reasonable" alternative practice for practices that don't make sense for the business case. Alternative practices must achieve the goal under which they are found. All other information in the entire model suite is "informative," which means it's there to give you an idea of "where to start" in defining your processes.
Causative Factor No. 2
Processes may not reflect the needs of the stakeholders and buy-in may be difficult or problematic. Organizations tend to invest in large, monolithic deployments of process capability every six months to a year. This kind of change tends to be less responsive to the needs of the organization and of the many stakeholders who will use the process. Simply migrating to a Lean approach for process improvement means that the organization will deploy new processes every month or even every few weeks (or less). Even though the thought of this may be frightening, taking a lean approach to process improvement should result in a decrease in cycle time by at least an order of magnitude, with a corresponding increase in buy-in and stakeholder satisfaction.
