U.S. Navy Contracts
Jacobs’ half-century-plus support to the Department of Defense (DOD) includes the U.S. Navy. Most prominently, we have continuously supported the Naval Air Warfare Center Weapons Division (NAWCWD) since 1995. Our partnership of providing engineering and test and evaluation support to Naval and joint service programs at Naval and Air Force Bases and laboratories nationwide includes weapons systems development, meteorological and oceanographic programs, and airborne threat systems. Programs and systems experience includes Joint Strike Fighter airframe and engine research development and testing; F/A 18 system test and weapon integration; Evolved SeaSparrow engineering analysis; analysis of surface and submarine variants of the Tomahawk Cruise Missile; and tests for the Navy Standard Missile propulsion and sensor system, JASSM and JDAM missiles, and torpedo shock tests. Engineering Support Services (ESS) for the U.S. Naval Air Warfare Center Weapons Division (NAWCWD) more
 On this contract, Jacobs provides engineering support services for weapons system development for the NAWCWD at multiple on-site and off-site locations with the focal point of operations at China Lake and Pt. Mugu, CA, and Patuxent River, MD. Overall areas of support include systems engineering, test and evaluation, technical data support, configuration management, integrated logistics support, technical data management support, transition engineering, and management support services. We also provide comprehensive support for the design, acquisition, test, and sustainment of principle DOD weapon systems, including support for all phases of the acquisition cycle ranging from research and technology programs to deployment and sustainment engineering. A few of the many programs we support include NAVSEA, NAVAIR, and joint U.S. Navy/Air Force programs such as AMRAAM, Tomahawk, HARPOON, Evolved SeaSparrow Missile, and AIM-9X.

Scientific, Technical, Administrative, and Research Development, Test and Evaluation Services (STARS) for the U.S. Naval Air Warfare Center Weapons Division (NAWCWD) more
 Jacobs’ support on this contract – one of the most complex support contracts at NAWCWD – includes scientific, business and technical services for the NAWCWD’s Information Technology (IT)/Information Management Department, F-18 program, AV-8 Program, China Lake Test Range, and various other NAWCWD organizations at China Lake and Point Mugu, CA. Directly aligned with the NAWCWD’s mission, our comprehensive support service offerings include providing services and materials necessary to support the analysis, design, development, test, integration, deployment, and operations of IT systems and services needed to sustain the research, development, test, and evaluation (RDT&E) and administrative functions of NAWCWD. Specific services include maintaining and modernizing RDT&E systems, information assurance (IA), systems accreditation and certification, logistics, testing of Evolved Sea Sparrow Missile (ESSM) systems, testing of laser and infrared missile systems, server administration support, electronic warfare; integration of weapons and avionics on tactical aircraft; systems integration and data analysis services supporting the Navy’s western land and sea range test and evaluation complex; and development and application of new technology to ensure battlespace dominance. – hide

Commercial Enterprise Omnibus Support Services (CEOss) for the U.S. Marine Corps Systems Command more
 Jacobs’ engineers, IT professionals, logisticians, and program/cost analysts provide systems engineering, program management, acquisition, logistics, engineering, and technical support for the U.S. Marine Corps Systems Command in Quantico, VA, as the prime contractor in the Engineering and Scientific (E&S) domain of CEOss. Jacobs provides systems engineering, program management, and acquisition support for U.S. Marine Corps Systems Command as the prime contractor for the following task orders: Program Manager (PM) Motor Transport Fleet Support, PM Marine Corps Network and Infrastructure Systems (MCNIS) Annual Support, and PM MCNIS Site Sustainment Support. In addition, we provide logistics, engineering, and technical support as a subcontractor for the following task orders: PM Chemical, Biological, Radiological, and Nuclear Defense (CBRND) and PM Training Systems. – hide

Combat Environment Simulation (CES III) for the Naval Air Warfare Center Weapons

 Under this contract vehicle, our dedicated engineers and technicians provide CMMI-based systems and software engineering to the NAWCWD in China Lake, CA. Support includes sustainment for United States Air Force and Navy Air Combat Training systems at ranges worldwide. Jacobs also provides worldwide sustainment and logistics support for GPS-based instrumentation test and training systems. Components of this support include systems engineering, software development and maintenance, information assurance (IA), configuration management, installation/integration, and threat modeling and simulation, all in adherence to ISO AS9100-based quality processes. – hide

Joint Equipment Assessment Program (JEAP) Contract for the U.S. Marine Corps Logistics Command (MCLC) more
 Since 2004, Jacobs has provided support to the DOD and the U.S. Marine Corps Logistics Command (MCLC) at Albany, GA, and more than 15 locations worldwide through the Joint/Marine Corps Chemical Biological, Radiological, and Nuclear Defense (CBRN-D), Individual Protective (IP) Equipment Assessment (EA)/Consolidated Storage Program (CSP) contract – also known as JEAP. Under this $89M contract, Jacobs personnel support program/project management, process improvement, enterprise-level strategic planning, business case analysis, operations, administrative, supply, logistics and technical functions for CBRN-D individual protective equipment (IPE) assessment and calibration as well as the collection, assessment, storage, and disposal of excess CBRN-D IPE for the Defense Logistics Agency (DLA); perform project management and quality assurance (QA) support for worldwide storage and issue facilities for the U.S. Marine Corps CSP; provide technical and program management support throughout the U.S. and abroad in support of the MCLC Project Office for the Mine Resistant Ambush Protected (MRAP) vehicle program; and provide on-site supply support/headquarters staff augmentation for the II Marine Expeditionary Force (MEF) Remain Behind Equipment (RBE) Program. – hide

Airborne Threat Simulation Organization (ATSO) for the U.S. Naval Air Warfare Center Weapons Division (NAWCWD) more
 Jacobs personnel provide engineering support services for airborne threat system development for the NAWCWD at multiple on-site and off-site locations with the focal point of operations at Point Mugu, CA. Jacobs’ personnel are a professionally trained and cohesive group of highly experienced electronic and mechanical engineers, electronic technicians and draftsmen, configuration and data management analysts, inventory/material coordinators, and procurement specialists who have worked closely together to support the ATSO and the NAWCWD. With a sharp focus on design engineering for advanced and emerging threat simulation technologies, our support provides significant contributions in systems engineering, test and evaluation, technical data support, configuration management, integrated logistics, technical data management, and management support services.

SeaPort-e Navy/Marine Corps Intranet (NMCI) Life Cycle Supportability for the U.S. Space and Naval Warfare Systems Command (SPAWAR) more
 Jacobs’ personnel monitor, manage, and facilitate actions across the enterprise; provide technical support and recommendations to the Program Manager (PM); and assist regional and individual sites in compliance with NMCI execution discipline policy and service to the end users. We also provide regional leadership, oversight of program schedules, coordination with prime vendor Electronic Data System (EDS) regional leads, and direct customer support to assist and support the PM for NMCI in delivering products and services to customers and ensuring all schedule commitments are met. Our professional services encompass systems integration and engineering, software engineering, integrated logistics support, configuration management, and program and project management expertise, and our support responsibilities include NMCI technical refresh and technology insertion and legacy network shutdown. We also facilitate and conduct readiness reviews for the determination of the deployment capability of individual sites, and we assist site representatives and Command Technical Representatives (CTRs) with schedule ratification for seat rollouts, technical refresh, and network cutover. On this contract, we implement the Life Cycle Support Center (LCSC) plan to educate and assist customers on how to more effectively use NMCI to accomplish their mission needs; document and provide significant support for Navy/Marine Corps Next Generation Enterprise Network (NGEN) strategic planning; and are key members of the NGEN Systems Engineering Integrated Product Team (IPT). Jacobs facilitates the flow of information across Government and contractor teams to support technical assessments, define and resolve issues, and provide representation for NMCI/NGEN program initiatives and objectives.

Computer Maintenance/Support Services (CMSS) and Ocean Dynamics and Prediction for the U.S. Naval Research Laboratory (NRL) more
 Since 1992, Jacobs has provided support to three primary technical areas – scientific, computer system and network administration, and scientific programming – for the U.S. Navy at Stennis Space Center, near Bay St. Louis, MS. The scientific support component of this contract centers on various aspects of the meteorological and oceanographic fields. Computer system administration handles the operations of every computer platform and operating system in the marketplace today. Scientific programming jobs develop solutions for scientific and operational problems throughout the U.S. Navy organization.
