Example: Headquarters USSOCOM Budget Formulation and Joint Resource Management Program (JMRP) Support
In addition, we have been directly involved in the planning and preparation of USSOCOM Investment Account budget documentation since 1998 – participating in all aspects of the review process including review of Office of the Secretary of Defense (OSD) and Office of Management and Budget (OMB) guidance and Financial Management Regulation (FMR) changes. We support the planning process including preparation of USSOCOM budget guidance, development of standard exhibit formats, and planning and tracking of exhibit preparation and reviews. We also assist in deconflicting data presented in exhibits, packaging of RDT&E and Procurement exhibits for delivery to OSD, and subsequent participation in the process of defending the Command's budget through OSD and Congressional reviews. Approach/Solution – We analyzed 02-07 POM data to define needs for new RDT&E projects and procurement line items as well as programmatic needs to realign the 2001 budget previously presented to Congress. We also analyzed the OSD Budget Guidance and FMR Changes. We coordinated concepts, needs, and issues among the OSD Comptroller, SOAL-MI and PEO Financial Analyst, Command Engineer, PPBES-MIS Data Administrators, and SORR-RCI personnel. We also developed a Budget Documentation Preparation Plan including schedules, detailed tasks, responsibility assignments, and status reporting requirements. We drafted the USSOCOM Investment Account Budget Call; identified, implemented and maintained tracking, monitoring, metrics, and reporting tools and procedures; and prepared and coordinated the after-action lessons learned report. We additionally supported the OSD Comptroller database update process by preparing and submitting various data files that are necessary to support the submission of the procurement, RDT&E and MILCON portions of the budget, and any ancillary databases that may be required. The databases are maintained by OSD, and USSOCOM prepares and submits updates to these database as part of the budget submission process. Submissions are required to update the Budget Review System (BRS) and for the preparation of the procurement, RDT&E and MILCON annexes to the Future Years Defense Plan (FYDP). The Investment Branch is responsible for providing the Procurement and RDT&E data required for these updates to the individuals responsible for submitting the data to OSD. We ensure the activities necessary to generate the updates are included in the overall budget formulation schedule, and monitor to ensure they are submitted on time. Results and Benefits – As a direct result of our support efforts, the USSOCOM Comptroller's office has been successful in raising its obligation/execution rates to meet OSD and OMB established hurdles. Our direct involvement in the Command's PPBES MIS support systems has resulted in several fully successful system software upgrades which resulted in allowing greater numbers of financial managers having access to the Command's financial database and improved user interface ease of update and tracking of individual offices or major component organization level financial data to include budget, obligation, and expenditure rates. Our financial management support to the Command's acquisition programs has resulted in greater visibility into several of the Command's MFP 11 programs, such as MC-130 IR Countermeasure, SOC-R Combatant Craft, and others in an effort to keep the programs on schedule. |
